The money is there to pay for it and now all that is needed to begin work on a civil rights trail through Oklahoma is action from the Governor. He has to approve the rules for the funds to be dispersed. The 13 original black communities will be tied together with Oklahoma City’s new Clara Luper center, Tulsa’s Greenwood District and Native American historical sites.
